Lean production,
state-of-the-art processing, and
innovative use of technology, are all
essential to the success of enterprises
in an open and competitive market. In the
developing regions, most firms are not
yet at this point of operational
effectiveness.
The benefits of trade for
enterprises can be advanced within the
region through the introduction of
trade-enhancing infrastructure aimed at
lowering trading cost and expanding
market access. CODETI's work promoting
development of cooperation programs
between research institutions and firms
is geared to face trade facilitation
challenges for the developing regions,
such as the need to establish more
technology-intensive enterprises and to
strengthen technological research and
innovation.
The development of the
productive sector requires policies that
promote the industrial upgrading in such
a way that government and the private
sector -firms- coordinate and join
efforts under strategy frames -or plans-
of national and regional development. For
instance, CODETI developed -supporting
the Regional Economic Integration
Secretary, the Central American Bank of
Economic Integration and the private
sector- the Central American Industrial
Modernization Program, which was approved
as a priority by the Central American
Economy Ministers.
The Industrial Modernization
Program consists of four modules which
respectively seek to: -generating the
adequate environment for industrial
development, through efficient
coordination and participation of the
Government and the private sector;
-generating financial mechanisms that
promote the needed investment and
financing for industrial development;
-attaining the adequate linkage of the
scientific and technological system with
the productive sector and also the
development of support services for
competitiveness; and finally -developing
support systems for promoting clusters
strengthening, firms networking,
alliances and productive chains,
integrating enterprises towards the
achievement of the global
competitiveness.
